Winton Road Business Corridor Improvement Project

Winton Road is a major north-south thoroughfare, servicing numerous businesses and residences in the City of Cincinnati, Springfield Township, and various municipalities and neighborhoods. Winton Road connects with many east-west thoroughfares, as well as the Ronald Reagan Cross County Highway, providing residents and visitors’ quick access to the western and eastern reaches of Hamilton County. The Winton Road business corridor from North Bend Road in the south to Reynard Road in the north carries as many as thirty thousand vehicles a day.

The Winton Road Business Corridor Improvement Project was designed to better serve the traveling public. The project consists of three distinct phases of construction, which will be implemented in the reverse order of their planning.

Phase I, from North Bend Road to North Hill Lane, is proposed for future construction as soon as appropriate funding becomes available. Within this section, the roadway will receive a new asphalt surface with Portland cement concrete intersections and bus pads.  All driveway aprons and curb will be removed and replaced. Four-foot concrete sidewalks will be removed and replaced with six and one half foot walks.

Phase II, extending from North Hill Lane to Reynard Road, is now being improved under a separate construction contract. The improvement will have the same concrete intersections and bus pads, and asphalt roadway resurfacing as proposed for Phase I. Again, all driveway aprons and curb will be removed and replaced. In addition Phase II includes a road widening at Galbraith Road designed to facilitate multiple left turn lanes, to better accommodate the large traffic volume this intersection routinely experiences. Intersection turn radii will be increased to allow better traffic flow to intersecting side streets throughout Phase II. Within the limits of Phase II the Greater Cincinnati Water Works will install a new water service line. In addition Cincinnati Bell, Time Warner Cable and Duke Electric, will relocate their overhead utilities to accommodate the road widening and sidewalk improvement.

Phase III, commences at Reynard Road, and continues to the north end of the project at Fleming Road. The work has been performed under a separate and previously let contract, which is virtually complete. The improvements include new curb and aprons, concrete intersections and bus pads, and a new road surface. Within this phase, the roadway has been widened to accommodate a two way left turn lane designed to provide better access to the many area businesses and residences, while creating an improved flow of traffic. Like Phase II, Phase III will have all overhead utilities relocated.

During collaborative planning involving Hamilton County, Springfield Township, and various local business owners and residents, it became apparent that in order for existing businesses to reinvest into their properties and to attract new development to the area, the Township needed to invest into the infrastructure of Winton Road to create a sense of identity. Therefore, a streetscape plan was initiated. Funded by Springfield Township, the streetscape project consists of decorative sidewalks, street lights, landscaping at major gateways, and mast arms at the Compton and Galbraith intersections. In partnership with Hamilton County Engineer’s Office, Springfield Township created a plan that would take advantage of the fact that the County would be performing construction on Winton and incorporated the streetscape plans into the road construction project.  The result is a more cost-effective method of completing the project. The Springfield Township streetscape plan will be incorporated into Phases II and III of the Winton Road Improvement Plan.

The Winton Road Business Corridor Improvement Project is a sizeable endeavor. The challenge of safely carrying out such construction, while maintaining traffic and minimizing the inconvenience to the traveling public, business owners and residents, is one that the Hamilton County Engineer’s Office, as well as its contractors, takes very seriously. All practical measures will be taken to maintain access and traffic flow throughout the construction process. Although it is inevitable that some delays shall be experienced during the construction process, the completed improvements are expected to vastly improve travel in the area and encourage reinvestment in the local communities.
