The primary objective of the Act
is to principally benefit low and moderate income persons. To
meet this objective, all eligible projects must meet one final
test before approval. The activity must:
1. benefit low or moderate income persons: or
2. aid in the prevention or elimination of slums or blight; or
3. meet other community development needs having a particular
urgency.
A project which benefits low or moderate income persons is one
in which a majority of the users are lower income residents,
i.e. the activity must be designed or located to serve those
persons
