The Small Business Program 

Recognizing that small businesses provide employment and economic growth in Hamilton County, the Board of County Commissioners of Hamilton County established its Small Business Program ("Program") in 1998.  The Program has an objective of increasing the participation of small businesses on County projects. The Program applies to construction projects undertaken by County departments reporting to the Board of County Commissioners ("Board") through the County Administrator.  The departments reporting to the Board include Administrative Services (which includes Purchasing), Building Inspections, Communication Center, Community Development, Economic Development, Environmental Services, Facilities, Job & Family Services, Personnel, Public Works, and Zoning Enforcement.

For each construction project, Hamilton County, in conjunction with the Construction Manager, if any, will establish goals for the utilization of small businesses for each contract related to the project.  The County encourages the use of small businesses as prime contractors, first-tier subcontractors, and/or joint venture partners.

To be considered for inclusion on the County's list of small businesses, a firm must be a business concern that is independently owned and operated, and meets the detailed definitions or size standards of the Small Business Administration (see www.sba.gov/size).  In addition, for those businesses that are eligible, we encourage certification as a Small Business Enterprise (SBE), Minority Business Enterprise (MBE), and/or Women Business Enterprise (WBE). Hamilton County has more than forty departments that utilize outside contractors for a wide variety of goods and services.
