The Purpose of this Request for Qualifications (“RFQ”) is to solicit and select a Master Developer capable of the comprehensive redevelopment of Cincinnati’s central riverfront. As used in this RFQ, the term “Master Developer” indicates a development entity or entities with the capability and demonstrated experience to manage all aspects of the development process, including planning, community involvement, design, negotiation of public/private partnerships, structuring of private and public financing sources, construction, sales and leasing and ongoing management.

The Board of County Commissioners of Hamilton County, Ohio, in collaboration with the City of Cincinnati, Ohio, seeks an experienced Master Developer of mixed-use projects for the ongoing redevelopment of the Central Riverfront.

An RFQ process is being used to select a Master Developer in recognition of the need for sustained collaboration between the selected developer and County and City representatives in order to formulate a feasible implementation plan that successfully accomplishes a wide range of objectives.

A potential Master Developer’s demonstrated performance in urban settings and its stated approach to coordination and collaboration with community stakeholders in this area are important evaluation criteria for this RFQ.
