For the
remainder of this presentation we will be looking at site development
principles that can be applied to all development and redevelopment sites in
the county. We will be looking at both
principles to consider and appropriate best management practices where
applicable.

One overriding
principle is that development should attempt to have post-construction storm
water volume (and quality) mimic what exists prior to development (or
redevelopment). If at all possible, they should see if it could be reduced in
some way (through BMPs, example).

Another general
principle is that the developer should try to use predevelopment natural
features, such as surface water flow patterns, protect sensitive areas (such
as wetlands and wildlife habitat) and limit the amount of impervious surface
incorporated into the site plan.

Examples of
questions that should be asked when reviewing a site plan: Do they have to
level the entire site to put in the buildings? Is there a way to protect existing tree
cover or incorporate existing wetlands?
Do they really need all that paved parking area?
