In real life, the storm water management features are often one of the last elements to be constructed on a development site.  They need to be in place during construction to manage sediment laden runoff generated during construction.
	These photos show a retention basin being constructed prior to building homes in a new development.  The lower photo shows aquatic plants being installed at the edge of the basin.
