Vegetated islands are U-shaped in cross-section to encourage water to infiltrate into the subsurface. In some instances the area directly beneath is lined with more permeable material to enhance water flow into the subsurface. (Typical parking lot islands are mounded upwards with plants on top.  These traditional types of islands encourage storm water to run off onto the parking lot.)

These can be very attractive features if thoughtfully designed. The water is used as a resource by the plants in the island.  Water-loving plants are best suited for this purpose. There is a fact sheet included with the participant’s manual that discusses these and lists the types of plants that are appropriate for this part of the country.)
