The regulation are intended to promote regional efforts to address storm water and water quality.
	It also addresses runoff from construction sites greater than one acre in size.  (Note: the Phase I storm water program addressed constructions sites that were greater than 5 acres in size.)
	Hamilton County is a highly urbanized area and all one jurisdiction (Crosby Township) are subject to the new regulations.
