Listed
jurisdictions must file a permit and a five-year implement plan to the Ohio
EPA by March 10, 2003.

Some of the
implications for local communities include development and implementation of
stringent erosion and sediment control practices at construction sites both
during and after development.
|
|
|
|
Communities will
be required to incorporate practices, both regulatory (such as ordinances or
zoning codes) and technical/physical (such as source controls, detention
facilities, or infiltration practices), that will address runoff and nonpoint
source pollution into their ordinances, planning and permitting
processes. Communities will be
expected to enforce these new practices.

Communities must
also identify and map outfalls within their jurisdiction and develop an
enforceable program to address illicit discharges once they are identified.
|
|
|
|
Model ordinances
are being prepared as part of a Hamilton County Storm Water study. Communities can use these as a “jumping off
point” for their community.
|
|
|
|
Penalties for
noncompliance (violation of the federal Clean Water Act) can include monetary
fines and imprisonment of the individual who signed the permit.
