Hamilton County Personnel Policy Revisions

Section 1.1 Administration of the Personnel System: Section H. language removed regarding paper copies of the Policy Manual, it is available online on the HR website.
Section 1.2 Definitions: New definition added for Social Media Tools.
Section 2.0 and SOP Application and Selection for Employment:
Section D.2. amended with language stating that past convictions will not automatically disqualify a candidate for possible employment with the County. The Employment Application was also updated to reflect this policy. Minor procedural changes made to SOP.
Section 2.12 Resignation: Paragraphs B. and E. added for clarification.
SOP 2.13 Public Records Policy: Section G. updated with new address for the Ohio Historical Society and new form names.
Section 3.6 Top Management and Salaried Positions: Top Management list in Section A. modified due to organizational restructuring.
Section 5.2 Group Health Insurance: Modified to bring into compliance with changes in State and Federal eligibility rules. Eligibility of part-time employees also clarified.
Section 5.9 Employee Transportation Reimbursement Account: In Section C. definition of eligible employees was modified.
Section 6.6 Telecommunications: Additional language regarding social media tools added to Section B. and Section D. BOCC adopted Social Media Policy in May 2011.
SOP Section 8.0 Travel: Mileage rate increased from 51 cents per mile to 55 ½
cents per mile (per change effective 7/1/11).
The following policies were updated due to
the electronic Time Off Request system that replaced the paper
Request for Leave form (HR005).

Section 2.6 Americans with Disabilities
Act (ADA):
This is a new policy consistent with our past practice to
assure compliance with the ADA.
Section 5.12 Fringe Benefit Taxation - Uniforms:
A new policy to assure compliance with I.R.S. rules on
the possible taxation of certain employer provided uniforms.
Section 3.3 Workweek and
Work Scheduling:
Being amended with new paragraphs E., F., and G. Congress has
amended the Fair Labor Standards Act for employers of our size
to require "reasonable break times" for nursing mothers.
Section 5.5 Employee Assistance Program:
Language in Paragraph I describing time away from work
has been removed.
Section 6.1 Fair Employment Rights and
Responsibilities:
Section B.3. updated with a reference to the New Policy
Section 2.6 Americans with Disabilities Act (ADA).
SOP Section 8.0 Travel:
Mileage rate increased from $.50 per mile to $.51 per
mile.
