Job Function Statement:
Under general direction, manages, supervises, assigns, reviews, and participates in the work of staff responsible for budget development and management of strategic initiatives for County Administration and the Board of County Commissioners; ensures work quality and adherence to established policies and procedures; initiates and oversees policy and operational analysis; proposes and implements policy solutions and operational alternatives; serves as primary contact on issues and programs related to the Office of Budget and Strategic Initiatives and represents the office to the Board of County Commissioners, County Administrator, County agencies, and the general public; represents County Administration and provides management support and analysis to various county boards and commissions.

Minimum Qualifications:
Bachelor’s degree from an accredited college or university with major course work in finance, public administration, business administration, economics, or a related fields, plus an additional five (5) years administrative/managerial experience in the field of budgeting and finance (at least one [1] of the [5] years must have been as a supervisor over subordinate staff). Must possess outstanding interpersonal skills and be an excellent communicator and team builder.

Illustrative Duties:
30-35% (1) Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for assigned budget activities; monitors work activities to ensure compliance with established policies and procedures; approves leave requests, recommends discipline, etc.; coordinates selection of budget office staff; provides or coordinates staff training; works with employees to correct deficiencies and implement professional development plans; enforces personnel policies and procedures; participates in the development of departmental policies and procedure. 25-35% (2) Develops and monitors the county’s operating and capital budgets; makes recommendations for changes and improvements to existing standards and procedures; recommends and assists in the implementation of budget goals and objectives; develops and manages budget strategies. 20-30% (3) Prepares and reviews budget documents and reports, including documentation to maintain regulatory compliance; researches and evaluates reports; collects and disseminates performance measures of county departments. 10-20% (4) Assists County Administrator and Board of County Commissioners in budget policy areas; coordinates county legislative initiatives with lobbyists, professional organizations, elected delegation; provides policy and management analysis to the County Administrator and other senior and executive management staff; represents Office of Budget and Strategic Initiatives, County Administration and Board of County Commissioners in budget matters with county agencies, the general public, the media, and on county-associated boards and commissions.
