Job Function Statement:
Under general direction, manages and coordinates County-wide Workers’ Compensation program and processes WC claims for self-insured programs; coordinates with County agencies, Third Party Administrator (TPA), Bureau of Workers’ Compensation (BWC), Managed Care Organization (MCO) and the Industrial Commission; counsels county officials, department heads, and employees regarding workers’ compensation matters; utilizes database and spreadsheet applications to maintain workers’ compensation data.

Minimum Qualifications:
Bachelor’s degree in Human Resource Management/Personnel Administration or related field; or three (3) years human resource/personnel experience which indicates a knowledge of government structure and process, personnel administration and employee benefit programs; must be able to apply this knowledge to practical work situations through effective human relations skills.

Illustrative Duties:
75% (1) Administers State Fund Workers’ Compensation (WC) for Hamilton County (e.g. receives, reviews and processes claims); coordinates claim information with MCO, TPA, Industrial Commission and BWC (e.g. conference calls, three point contact, certification or rejection); maintains computer spreadsheet on all incidents; responds to inquiries from employees and departmental personnel; attends local hearings; provides instruction to departmental representatives on handling claims, and return-to-work initiatives; makes recommendations on claim settlements. 5% (2) Coordinates, processes, maintains and makes determinations regarding FML and ADA (e.g., coordinates programs with employee, department contact and physician; receives requests, and verifies/approves/denies requests; checks for appropriate documentation; answers questions; creates utilization reports and maintains records and documentation; maintains confidentiality of documents; provides information pertaining to the process; assures compliance with applicable local, state and federal human resources laws by reviewing pending and passed legislation); coordinates Fitness for Duty Exams with departments. 5% (3) Maintains computer files, utilizing word processing, database, and spreadsheet applications in PC LAN environment. 5% (4) Performs related administrative and clerical duties (e.g., compiles data and prepares reports and surveys, responds to routine inquiries, types, files, copies and distributes records and documents, operates computer terminal to enter, retrieve, and update WC information and type documents, etc.). 5% (5) Maintains OSHA reporting log and reports; works closely with Risk Manager to provide statistical information; coordinates AED efforts with liaisons from various departments (e.g., sends reminders to liaison to check EAD’s in various locations of county buildings using checklist, maintains checklists, coordinates part ordering for EAD’s, etc). 5% (6) Participates as a member of County Safety Committee
