Job Function Statement:
Under general supervision from Manager 5 - Finance or other higher level administrator; performs specialized fiscal management duties that involve policy assessment, interpretation, impact analysis, and implementation; has responsibility for preparing, analyzing, and monitoring the multi-funded annual budget of a large agency; supervises staff involved in performing complex budgetary functions and fiscal analysis to fund operations and programs.

Minimum Qualifications:
Bachelor’s degree in business or public administration, finance, accounting or related area and 36 months experience in public or business administration; or 24 months experience as a Manager 1- Finance, 81415; or equivalent.

Illustrative Duties:
35-55% (1) Assists the Section Manager of large department of the County with planning, directing, and coordinating budgetary and fiscal management procedures; prepares the agency’s complex multi-funded annual budget; analyzes and evaluates fiscal procedures, policies, budget requests, and state allocations; considers funding levels and proposed spending plans; confers with administrators; prepares final budget recommendations for review by the Agency Director and County Administrators and approval by the County Commissioners. 35-05% (2) Develops administrative support systems (fiscal policies and procedures) to ensure compliance with federal, state, and local mandates for the performance of program functions; may serve as a lead worker in the development and interpretation of agency-wide fiscal policy. 0-15% (3) Supervises and monitors the activities of a team of budget officers and fiscal analysts (i.e., assigns and reviews work, completes and signs employee performance evaluations, recommends or authorizes leaves of absence, and recommends or initiates disciplinary action), counsels, trains, and monitors work performance of assigned workers. 15-20% (4) Prepares and directs preparation of correspondence; researches and responds to inquiries and complaints; furnishes information and explains procedures, compiles statistical reports and maintains files. 5-10% (5) Conducts staff meetings to transmit and discuss assignments, progress reports, directives, policies and procedures; develops and provides training; attends conferences and meetings and serves as program/policy consultant.
