Job Function Statement:
Under direction, administers and coordinates County-wide classification and compensation related plans and functions, including regulations, policies and procedures, position descriptions, FLSA, civil service classified and unclassified, recruitment and coordination of plan participants, etc.; assists and advises management regarding agency personnel programs, policies, procedures and processes; designs statistical reports for use by management and analyzes results; analyzes, interprets and ensures compliance with personnel policies and procedures, and applicable local, state and federal laws; coordinates agency budget process; maintains information of a confidential or sensitive nature.

Minimum Qualifications:
Bachelor’s degree in human resources management/personnel administration or related field which evidences an advanced knowledge of government structure and process and civil service laws and regulations; must be able to apply this knowledge to practical work situations through effective human relations skills.

Illustrative Duties:
25-35% (1) Maintains the County Wide Classification Plan for County Personnel Department (CPD) agencies (4,686 employees), and agencies participating in the County Class Plan (1,313 employees) (e.g., creates, deletes, revises and analyzes classification specifications; updates organizational charts; tracks changes to plan; keeps participants updated on all changes; serves on class plan policy committee; etc.); coordinates participation of other County agencies in the CPD; performs job audits; reviews and processes reclassification requests; approves and maintains position descriptions; assists departments/agencies with writing position descriptions; represents CPD at State Personnel Board of Review Hearings; advises officials, managers and employees regarding class plan and civil service issues related to classified and unclassified employees. 15-20% (2) Maintains Board of County Commissioner's (BOCC) compensation plan (i.e., evaluates new and/or revised classifications and assigns pay grades using Hay Methodology; maintains salary schedules; contributes information and recommendations regarding compensation issues; performs research regarding compensation and maintains internal equity of compensation plan; recruits and coordinates the participation of other County agencies who wish to participate in the Bock's Compensation Plan); completes compensation studies and performs research. 20-25% (3) Assists and advises management in assessing and evaluating performance, quality of service, process improvement, HR programs, systems and processes of the County Personnel Department, etc.; serves as team facilitator; designs statistical reports for department, and compiles and analyzes results; collects and analyzes wide array of human resources data (EEO stats, vacation usage, policies, etc.); maintains computer files, utilizing word processing database and spreadsheet applications in PC LAN environment; creates and maintains databases; maintains personnel records and prepares personnel reports; maintains information of a confidential and sensitive nature. 10-15% (4) Assists with administration of county personnel activities; prepares for audit of CPD; assists with maintenance and adoption of CPD Administrative Regulations; recruits other agencies for participation in the CPD and coordinates transition services; gathers, sorts and compiles information to prepare reports used by management staff; analyzes and interprets state and federal laws to ensure county personnel policies and procedures comply with same; develops and/or recommends new or revised policies, procedures and guideline to comply with pending and passed legislation and departmental guidelines; responds to inquiries regarding laws, rules, personnel policies and procedures, etc.; provides information to officials, management and employees regarding personnel matters (e.g., policies and procedures, benefits, civil service, etc.); assists supervisor with labor/employee relations; coordinates grant process for department; performs special projects. 0-20% (5) Maintains budget control and projects supply/equipment budget estimates; assists with budget preparation; oversees accounts payable and payroll processing for the department; reviews bills submitted for services performed. 5-10% (6) Serves as FLSA Specialist (i.e., determines FLSA status of positions under the BOCC to determine FLSA status using applicable tests; provides advise and assistance to agency contacts regarding FLSA matters; maintains FLSA files; keeps abreast of FLSA regulations).
