The mission of the Community Development Division of the Planning and Development Department is to provide quality affordable housing programs; community and economic development programs and services; and homelessness prevention programs throughout Hamilton County, in accordance with the federal rules and regulations, and as directed by the Board of County Commissioners.

The Division administers the following federal grants for Hamilton County: the Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME), the Neighborhood Stabilization Programs (NSP) 1, 2 and 3, and the Emergency Solutions Grant (ESG) Program.

  • The CDBG Program funds projects and programs in participating communities of Hamilton County that benefit low to moderate income areas and residents; eliminate slum and bright; improve quality of life; or address a particular urgent need. Projects include emergency homeowner repair services; redevelopment or new construction of public facilities; rehabilitation of public infrastructure such as streets and sidewalks; economic development activities; and other public services such as emergency food services.
  • The HOME Program provides affordable housing for low to moderate income residents. Programs include acquisition, rehabilitation and new construction of housing; and tenant based rental assistance programs.
  • The NSP Program was funded from 2009 to 2013 and provided time limited resources to address the problems associated with vacant, foreclosed and abandoned properties. The funds are used to acquire and rehabilitate housing, and to demolish vacant and blighted homes to convert to active use.
  • The ESG Program is coordinated by the City of Cincinnati and Hamilton County Continuum of Care, called Strategies to End Homelessness. Funds are used to provide emergency shelter and homelessness prevention activities. Approximately 4,500 individuals and families received emergency shelter services annually. About 1,400 individuals and families receive Rapid Rehousing assistance and 800 individuals or families are assisted with Shelter Diversion programs.
