Human Services


Community Development - HPRP (Homelessness Prevention and Rapid Re-Housing) - $1,396,621

These are funds available through HUD for prevention of homelessness and for recently homeless people to gain access to housing.  The County is working in conjunction with the City of Cincinnati (which is receiving $5,339,182) to contract with the Continuum of Care to provide rental assistance, security deposit assistance and payment of past-due utility bills for recently homeless individuals and families, and those at risk of becoming homeless.  The application was submitted to HUD in May, and approval is expected by late July.  The Program is expected to begin by September 1st and last 3 years.


Job and Family Services - Youth and Adult Employment - $5,162,303

The Ohio Department of Jobs and Family Services provided Cincinnati and Hamilton County with more than $5 million in Workforce Investment Act (WIA) stimulus dollars that will be used for youth and adult employment. More than $2 million of the money will be used for summer 2009 youth employment. Five providers will serve at-risk and disengaged youth, enrolling them in services such as:

Additional resources received for adult and dislocated worker services have been added to serve the dramatic increase in demand for services at the SuperJobs one-stop center.  Administrative dollars are devoted to performance improvement, performance monitoring, marketing and advertising of available services.  All of these funds must be spent by December of 2010.


Job and Family Services - Food Stamp Administration - $396,243

These funds will be used to administer food stamps to the 100,000 recipients currently residing in Hamilton County. The food stamp caseload has risen rapidly, from 79,000 just one year ago. Many of those newcomers are first-time recipients, unfamiliar with the application process and paperwork. Hamilton County will spend the entire amount in the calendar year serving this population.
