These are additional CDBG funds available from HUD for CDBG eligible activities, with an emphasis on projects that create jobs or build infrastructure, and that are ready to start within 120 days.  The application was submitted to HUD in June, and approval is expected by late-July.  10 projects will be undertaken, with 3 serving residents Countywide, and 7 in specific communities.  The Program must be completed by September 30, 2012, but most likely all the projects in Hamilton County will be completed by September 30, 2010.

Community Development - Home Sewage Treatment System Grant Program – unknown amount

The Ohio Department of Health and the Ohio EPA are making funds available through ARRA to Counties and Cities in Ohio, to provide 75% of the cost of repair or replacement of failing home sewage systems, in the form of a grant to the homeowner, whose income falls below 200% of the poverty level.  The application is due to the State by July 10, and approval is expected by late-July.  The Program is scheduled to run only until November 1st.  The Hamilton County Health Department is assembling data to support the funding request, based on the number of failing sewage systems in the County, and of those households which are expected to be income eligible.  We anticipate the funding request to be in the neighborhood of $500,000, but do not know how much will be funded.  There is a total of $5,000,000 available statewide.

The County is applying to HUD with a Consortium of partners including the City of Cincinnati, the Cincinnati Metropolitan Housing Authority, LISC, and Model Group, for a large grant to provide assistance in acquiring abandoned and foreclosed homes, to rehabilitate the homes, or demolish and newly construct housing, to stabilize communities.  The competitive application is due to HUD by July 17,, 2009, and announcement of award of funds is not expected until December 2009.  If the Consortium is awarded funding, projects would be underway by Spring of 2010, and must be completed by March 1, 2013.
