PUBLIC NOTICES

Hamilton County receives an annual allocation of Community Development Block Grant (CDBG) Program, HOME Investment Partnerships (HOME) Program, and Emergency Solutions Grants (ESG) Program federal entitlement funds from the U.S. Department of Housing and Urban Development (HUD). In programmatic year (PY) 2023, Hamilton County anticipates receiving $3,405,167 in CDBG funds; $1,711,675 in HOME funds; and $295,937 in ESG funds for the programmatic period of July 1, 2023 – June 30, 2024. As a participant in these HUD formula grant Programs, Hamilton County is required to prepare and submit an Annual Action Plan that describes how the County will use its CDBG, HOME, and ESG funds.  

Hamilton County is initiating a CITIZEN COMMENT PERIOD starting April 7, 2023, to invite citizen input on the PY 2023 Annual Action Plan. The Citizen Comment Period will be held from April 7, 2023, through May 11, 2023. During this comment period, residents may submit written feedback.

By April 7, 2023, the draft PY 2023 Annual Action Plan will be made available for review in electronic form via the County website and hard copies will be available at Hamilton County’s Community Development office, located at 138 East Court Street, Room 1002, Cincinnati, OH 45202. Citizens will have at least 30 days to review the draft documents and submit comments.

Citizen comments about the PY 2023 Annual Action Plan should be submitted to the Division of Community Development, Hamilton County, 138 East Court Street, Room 1002, Cincinnati, OH 45202, by e-mail to [email protected], or via survey at https://www.surveymonkey.com/r/FY2023ActionPlan. All citizen comments will be considered in preparing the final PY 2023 Annual Action Plan for submission to HUD.

A PUBLIC HEARING will be scheduled for Thursday, May 11, 2023, at the Board of County Commissioners Meeting at 1 p.m. in the Todd B. Portune Center for County Government located at 138 East Court Street, Room 603, Cincinnati, OH 45202. Public notice is given that Hamilton County, Ohio has posted a Notice of Finding No Significant Impact and Notice of Intent to Request Release of Funds. TO ALL INTERESTED AGENCES, GROUPS, AND PERSONS: On or about November 16, 2022, the above-named County will request the U.S. Department of Housing and Urban Development (HUD) to release Federal funds under the Community Development Block Grant (CDBG) Program, for the following project.

Additional information on this project is contained in the Environmental Review Record on file at Hamilton County Community Development; 138 East Court Street, Room 1002, Cincinnati, OH  45202 and may be examined or copied weekdays 9am-4pm with prior notice.  

Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to Hamilton County Community Development at the address above by November 16, 2022. 

Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58) and may be addressed to HUD at 200 North High Street, Columbus, Ohio 43215 or emailed to [email protected]. Objections to the release of funds on basis other than those stated within the below document will not be considered by HUD. HUD will consider objections received by November 16, 2022 or a period of fifteen days from its receipt of the request, whichever is later.

The 2021 Consolidated Annual Performance and Evaluation Report (CAPER) covering programs and services provided by the Community Development Block Grant, HOME Investment Partnerships Program, and Emergency Solutions Grant is available for public review. Any citizen comments received on or before May 27, 2022, will be submitted to HUD.
