Polices Supporting and Promoting Economic Inclusion and Equity

Hamilton County's Disparity Study revealed barriers to minority and women business participation in County solicitation, which established a Compelling Governmental Interest in developing solutions that allow these companies to compete on a more equal basis.

Now, Hamilton County has Minority, Women, and Small Business Enterprise participation goals for all departments making purchases under the Board of County Commissioners (BOCC). Features of the MBE/WBE/SBE Business Enhancement Programs include:

  • Annual participation goals for MBE/WBE/SBEs and contract-specific goals on all solicitations greater than $50,000.

  • Specific inclusion goals in construction, professional services, and goods and services.

  • Prompt pay requirements with penalties

  • Match opportunities for MBE/WBE/SBEs submitting quotes on purchases under $50,000 if they are within 10% of the lowest quote.

  • An MBE/WBE/SBE utilization plan that must be submitted by all bidders unless they apply for a program waiver.

  • A non-compliance process with penalties and a formal appeals process.
